No, it doesn't exist.
Currently there is no technology that allows the capture to that precision, conversion, orthorectification and online service. To serve the data that currently exists, several hours are spent only to capture data from a small area, as they have done in special cases such as the Tsunami in Japan. And yet they are photographs.
