As the World Cup is held every 4 years it is clear that adding two different World Cup dates can reach the same value (if one is 4 years before and the other compensates being 4 years later, the sum does the same as expected).
And since there are VERY few champions (38 world championships were played and there are only 7 champion countries), the odds of the 3964 beat the "coincidence".
