Manual for urban cadastral appraisal

For the cadastral appraisal there are different methods, one of them quite used in Latin America and the Caribbean is the replacement cost minus the accumulated depreciation -with slight and necessary variants-.

Cadastral assessmentThe present is one of the products that I am proud to have developed, especially since its construction included the technical and empirical ability of people who insist on feeling common: I think they have always seemed great to me because of their demonstrated entrepreneurial spirit
in deeds more than poems.

It consists, in a document that complements the conception that I did before and that summarizes a good part of the application of the method in the limit amount of pages that allows the publication in easel printed format. I publish it now because for someone it can be useful, and especially in gratitude to a group of people -now almost elderly- that some 30 years ago they documented it in its best intention with a typewriter and chinographs; we just rewrote it in a lighter format in search of extending its life because in many municipalities it continues to be used with an almost sacred vocation. Also because I believe that as we recycle knowledge, new talents emerge that give it uses that we do not even think about.

 

What the document contains

The document is structured in three sections:

Cadastral assessmentA first part has theoretical aspects regarding the valuation and the method. This can be useful for training processes or to justify procedural documents that require the rationale.

Then, in the next section, the type of inputs required to apply the method is detailed. It is clear that it goes to the basics in terms of instruments; there will already be those who will make the inputs more technical, taking advantage of GIS technologies at a higher level.

And in a third section includes the filling of the urban card, with each of its fields, concluding in the appraisal and calculation of tax.
