Google Earth portable, for use without an Internet connection

Recently Google made certain changes to the licenses, among them is mentioned:

It has also been proposed as an alternative to institutions that have limited bandwidth in Internet access, which could cause Google Earth Portable data to be served from the intranet. Let's not say for access to information in areas where there is no connectivity.
