1 What we call "purpose"

Perhaps this is the most complicated because it must be in the hands of "strategists" that will lead to decisions at the national, regional or simple level. Municipal management. One of its greatest difficulties is the inexistence of strategic plans that can give lines to follow, as well as clear rules of institutional relations that are not perverted in transitory processes or the bad habit that some strategists have of making beautiful ppt presentations and writing very little . If the purpose of what we are looking for is lost, sooner or later we will be doing activities that are not our competence or that will not be possible to sustain in the long term.

2. How much fits into the "multipurpose"

3 When the "multifinality" is fulfilled

Without much return, it is fulfilled when the existing thematic approaches are related to each other, and note that I am saying "relationship" because this does not require computer tools, but procedures ... even if that involves sending a paper document.
