First edition of the magazine of Experts in Cadastre

image

With good success we welcome the first edition of the magazine of the Hiberoamerican Experts in Catastro, which comes to fill a great gap in the Spanish-speaking environment on the cadastral issue, beyond the gossip, the analysis and focus towards the systematization

This magazine is born under the initiative of the Summit of the Americas in 1988, where most initiatives for the eradication of poverty are born and based on the FIG proposal in 1996 with the model of 2014 Cadastre, which sees that for this year there should be a sustainable infrastructure for cadastral management. We consider the existence of this magazine valuable, and of the space in which it is born as a way of exchange of information and collaboration between the different private or decentralized institutions that carry out work in this field; at the same time that could give greater visibility to the Permanent Cadastral Committee in Ibero-America CPCI.

What brings this edition back?

Reviews

image Interview with the General Director of Cadastre of Spain, Although the interview should have been extensive, possibly the abstraction was limited by what some simplists would say "it says little or nothing" regarding the specific aspects of how cooperation is being approached, but it is not bad to be the vision of a country that for Latin America it is a benchmark.

Ignacio Durán Speaks of the importance of the coordination of cadastral institutions in Latin America, the conclusions reached are:

  • 1 The problems of the Cadastres of many Latin American countries are aggravated by the dispersion of competences between institutions.
  • 2. The dispersion of competencies requires taking initiatives to improve coordination between institutions.
  • 3. New initiatives recently
That when there is good communication, significant progress can be made in coordination.

Successful Experiences

imageimage We find the initiative to document experiences very good, among them we find in this edition:

  • The history and evolution of Ecuador's cadastre, Which shows a bit of summary history and the main achievements in programs and projects that to date try to give more than a fiscal and legal solution, a management culture.
  • The implementation of positioning technologies (GPS) for the rural cadastre of Peru.

Search Forums

image After the implementation of some spaces by CEDDET, the magazine extracts the main results of some recently installed forums.

  • The cadastral reference of Real Estate, An interesting article that chews without being able to finally swallow on the complex subject of nomenclatures for registry entries of real estate. It is worth noting the need for standardization under patterns that adapt to the complexity of real life, but above all the urgency of countries to establish rules that can be respected.
  • The participation of the private company in the cadastre, Brief but concise on the main problematic of the outsourcing of cadastral services or the siple participation of the private sector in the cadastral management.

Finally, a brief review of the first edition of the Virtual Catastral Offices course with some opinions and expectations is made.

  • Internet at the service of public management, e-administration and e-citizen.
  • The Virtual Cadastre Office as a multichannel dissemination tool for cadastral information.
  • Web services. Web Map Servers and interoperability.
  • Technical requirements of an OVC. Implementation.
  • Legal requirements. Data protection laws.
  • Legal requirements. Data protection laws. Registered users. The electronic ID. The digital divide and the Cadastral Information Points.
